2024 General Elections Candidates Fine Arts Education Questionnaire |
In August, the Texas Arts Education Campaign, in collaboration with Texas Music Educators Association, sent a questionnaire to qualified candidates for the Texas Legislature and State Board of Education. Our goal was to gather their views on the importance of fine arts education and share their responses with voters. As you prepare to vote, we encourage you to review these results and share them with your community. While we don’t endorse specific candidates, we believe it’s important for you to understand their positions on arts education.
Office/Candidate * = Incumbent |
Do you believe studying music and other fine arts subjects helps improve student performance in other academic courses? | Do you believe student involvement in fine arts subjects reduces the drop-out rate? | Do you believe that creativity & collaboration fostered by fine arts are valued by employers in building a 21st-century workforce? | Do you believe school districts are receiving enough money to offer students a comprehensive education? | Would you be supportive of direct funding for fine arts education? | Do you agree that students should not be removed from fine arts for STAAR/EOC test preparation and remediation? | Would you be willing to become a member of a legislative fine arts education caucus during the 89th session? |

Comments: As a previous fine arts student I dabbled in painting, and several other fine arts classes. I believe that in order for our students to succeed they need time for music, fine arts and creative writing. It is an expression of thy true self to ensure creativity surrounds us because we are made by the great creator!

Comments: I have a record of enthusiastically supporting fine arts programs in public education. Whether it be fighting against budget cuts or ensuring that Texas artists remain competitive in our state, I will always stand for these programs. I am also committed to fostering a friendly environment for our students once they complete their education. In 2021, I passed the Texas Music Incubator Program, a groundbreaking initiative designed to support our state's music scene by providing financial assistance to live music venues. This program was successfully funded in 2023, enabling venues across Texas to recover from the challenges posed by the pandemic and continue offering spaces where musicians and audiences can connect. By fostering a thriving live music environment, the Texas Music Incubator Program sustains the local economy and plays a pivotal role in enriching the cultural fabric of our communities. This program’s early success underscores the importance of continued investment in the arts, particularly in live music, which serves as an essential platform for nurturing young talent and keeping the arts alive. Through programs like this, we can ensure that these crucial outlets survive and thrive, providing invaluable opportunities for students to experience live performances, interact with professional musicians, and gain inspiration from real-world applications of their education.

Comments: I believe Fine Arts makes an individual well-rounded. When I was younger I enjoyed making arts & crafts. In high school I was exposed to the theatre and our school participated in outings to the symphony. In High School I was part of the drill team and flag corps with the band. I whole-heartedly support Fine Arts in schools.

Comments: Some of my finest memories are playing the harp—in school, in a band with my friends, or at a series of senior living communities earlier this year. I tell people often how important and valuable my music and performance education was for my career path in both health and politics. If we are going to create the thoughtful, compassionate, and community-focused Texas that I believe in, our government needs to support and empower the fine arts for all Texans at all stages of life. Nowhere is that more significant than the classroom, where thorough and well-funded arts education is essential to creating students, workers, and—most importantly—human beings ready to embrace joy and improve their communities.

My experience and affiliation with ASCAP (American Society of Composers, Authors & Music Publishers) have only reinforced my belief in the profound importance of the arts on our community. The data is unequivocal: robust arts education and programming are crucial for the well-being of individuals of all ages. The arts are not just a cultural luxury but a vital component of our shared humanity, enriching lives and fostering creativity, empathy, and resilience. Supporting the arts is an investment in a thriving, vibrant, and connected community." - Senator Nathan Johnson

Comments: Thank you to the TMEA and TAEC members for their time in assembling this questionnaire. Studies have shown that fine arts, i.e. music and arts have a correlation in enhancing a student's success with core subjects such as math. Math, like law is used in every industry. Accordingly, I strongly support having fine arts in Texas schools. Thank you for your time and your consideration for my candidacy. Sincerely, Kathy Cheng

Comments: As a school principal, I supported our fine arts programs by allocating funds and resources, celebrating student learning by being present in classrooms and at events, and advocating for the importance of fine arts at the district level. I refused to allow students to be pulled from fine arts classes to participate in extra support for standardized testing. Both of my children were involved in theatre throughout high school and as adults, they volunteer at a Shakespeare summer camp. In addition, my daughter teaches high school theatre and after I retired in 2023 from public education, I was hired as the Executive Director of a local community theatre. The arts are very important to me and my family! I believe they are also significantly important in schools because they provide experiences and serve as outlets for students, regardless of their abilities.

Comments: My wife is a long time art teacher and I often of the direct impact her classes have on her kids. My daughter, now a freshman in high school, has been in honors choir since elementary. This last weekend she advanced at her regional competition. The pride she felt, and continues to feel, bleeds over into all her other course work. Art classes should not continue to be used as dumping grounds. They should be laboratories where students’ hearts and minds flourish and grow.

Comments: My mother was a speech and drama teacher for the first half of her career in Odessa, Texas and in Cushing, OK. I spent many an evening at play practice. Then she became a counselor for the rest of her career in East Texas until she retired around 1990 in Longview. I was in speech and drama competitively for all four years of high school. My son was in band grade 7 through 9 on saxophone. No child has a real education unless it includes the arts. Comments: I was a high school teacher for 40 years. I believe that public money belongs in public schools. Our teachers are dedicated and well-qualified and should be fully supported by state funding. I have seen firsthand the manipulation that occurs when administrators try to force students and teachers into a false regimen that takes students away from learning in an effort to increase their school’s state test scores. Remediation may be necessary, but it should be done on a voluntary basis after school hours. Fine Arts should be fully funded across the board and is more important than athletic funding if cuts need to be made.

Comments: I sang All-State Choir in 1978, when Texas choral music was the envy of the nation. It was one of the most amazing experiences of my young life - so eye-opening. I was dismayed when No pass/No play restricted the number of students who could sing in choirs. In my youth, churches across Texas had robust youth choirs thanks to fine arts in the schools. After the "reforms", they shrunk way down, and many churches abandoned youth choir programs altogether. Texas education is characterized by so much short-sightedness today. We need to correct that.

Comments: The arts have played a major role in my life: -My aunt is an illustrator, graphic designer, and multi-media artist married to a photographer -I was President of my high school's Art Club -I attended numerous recitals and art shows during my time at the University of North Texas (and lived in the music dorm with a jazz drummer, and drum major) -I'm a collector of paintings, sculptures, ceramics, and photography -My wife is an art director and graphic designer who serves on the board of the Seguin Commission on the Arts -I currently work as an independent bespoke shoemaker (a blend of art and craft) I'm grateful to the role the arts have played in my life. I also believe it's important we expose people of all backgrounds to fine art, because whether it is a creative outlet for expression, a source of mental stimulation, or a means for personal development, art is a staple of the human experience we all deserve.

Comments: I have a long history of work in support of the arts. I previously served as Commissioner on the Austin Arts Commission and was Chair from 2016-2018. We often worked on joint projects with the Music Commission. I was also on the board of the Mexic-Arte Museum for 10 years, including serving as VP Public Affairs and for 5 years as President. Before I was in the Legislature, I helped pass a bill making it the Official Mexican and Mexican-American Fine Arts Museum of Texas as well as a city bond securing $4 million in funding for it. Currently, I am a member of the Culture, Recreation & Tourism Committee which plays a role in supporting the arts and music in Texas. Comments: Supporting Arts education is important to current and future generations of Texans. Although it was after High School, I took a Music appreciation course at Palo Alto College in San Antonio my freshman year, it quickly became my favorite course. It introduced me to Baroque Music, music that I still listen to today. Arts education, especially in low income communities, and school districts is important to the success of students of all ages. Not all students express themselves through sports, so ensuring there are other opportunities like the Arts is important.

Comments: I know first hand the benefits of the Arts in school. My own children benefitted from them, one was in choir starting in 6th grade, and one was in band starting in 6th grade. I was the administrator who was the evaluator for the Fine Arts Department and I saw students transformed, engaged, and motivated. I saw struggling students go for extra help in their academics so they could stay in band or choir. The Arts teaches team work on par with any sport. The level of dedication it takes to rise to first chair or all state is immense, yet I saw young people reach that level every year. I valued the Fine Arts teachers and their level of dedication that I fought hard to get another band, choir, theater, and art teacher every year. I was successful in all but theater. I was told that they finally got that second teacher this year. I want to see these programs expand. As a teacher I observed that all of my Honors students were in extracurricular and most were in Band! I firmly believe that music helps grow areas of the brain and helps them think outside of the box. How awesome it would be if every student had the opportunity to explore their creative side either through art or music. I intend to fight for fully funding all school programs, and give money for expansion so that a majority of students can access these programs.

Comments: I strongly support fine arts education and fine arts opportunities for all students. My observation in my own life, the lives of my own children and the lives of the many children I know and have known is that fine arts experiences are often some of the most formative, memorable, constructive and treasured experiences of our lives. We are not in the business of manufacturing widgets in our public schools. We are in the business of nurturing and educating human beings. Fine arts are a crucial part of that enterprise.

As a creative writer, and teacher of creative writing, I know first hand the power of art. My kids shined in orchestra, band, theater, and choir. They saw the rewards of hard work. (And I worked hard with the booster clubs raising the necessary funds.) I truly believe that music education helps boost STEM learning (3 are engineers!). House 117 Ben Mostyn (R) info@mostynfortexas.com |

Comments: Ben Mostyn grew up in Texas, and as a young boy, he was raised with good old-fashioned Texas values. Ben was home-schooled from the start and into his mid-teens, laying the foundation for his strong beliefs in school choice and empowering parents’ full control of their children’s education. Music was instrumental in Ben's development and played a role throughout his upbringing. His dad played the harmonica and taught Ben the basics when he was four years old. For his seventh birthday, Ben received a guitar and started taking lessons. This would catapult his musical talent and by the time he was ten, Ben could play nearly any stringed instrument; even complicated bluegrass tunes on the fiddle and classical music on the piano. Growing up in church, he played the organ, bass, and drums for weekly services, youth camps, and conventions. Ben Mostyn stated: "The importance music and rhythm in child development is well recorded; there is endless potential and music is the only key that can unlock the secret spaces of the mind." Growing up poor in a blue-collar family, he learned early on the value of hard-earned money and the struggles of life, and by the age of 9, he was working – pushing his lawnmower and knocking on doors, selling his mom’s herbal products at fairs, and selling appliances he or his dad had fixed up. Later Ben became the youngest employee in the MCI Telecommunications Company. Attending Del Valle High School, Ben was selected for a pilot program–one of the first of its kind in the nation–that enabled juniors and seniors to attend and earn credits in both high school and college at the same time. He was one of four students from that initial class to graduate from the program. While continuing to meet his sales quotas at MCI, as well as serving as an assistant manager and sales trainer; and taking on a second full-time job in the summers, working at night as assistant engineer for Advanced Micro Devices, Ben managed to graduate high school with honors and at the top of his class. After high school, Ben felt a patriotic call to serve his country and to give back to those that had sacrificed for our freedoms. He enlisted in the US Army, where he achieved numerous medals, awards, and honors during his service, also representing his unit as Soldier of the Year for two consecutive years. Ben has worked in New York City as a print model, actor (on stage and screen), and standup comedian. Pursuing the American dream, Ben was trained to be a leader and visionary. Ben has owned several businesses, served as an executive for numerous companies, and obtained decades of experience in management, consulting, and in short, problem solving. Complementing political philosopher Thomas Hobbes who stated that “the condition of Man is a condition of war of every one against every one,” Ben states, “You have to know the root in order to understand the blossom,” and it is with this conviction, empathy, and resolve he will legislate in the State of Texas to help solve the problems Texans are facing. While Ben was teaching for the Department of Defense at Ft. Huachuca, Arizona, several lethal incidents took place at the US-Mexican Border, motivating him to unilaterally cross over into Mexico and engage with the Mexican Mayors and Ministry of Foreign Affairs. The initiative he took resulted in positive impacts at the border and the start of a Regional Border Mayor’s Summit that gathered the Mayors of Southeast Arizona and Sonora, Mexico to resolve differences and find solutions that benefited both sides of their shared border region. Ben has always loved teaching, mentoring the next generation, and passing on the knowledge he has worked and developed over the years. He is a Certified Master Instructor for the Department of Defense (DOD) and has taught at the collegiate level for many years, training our soldiers and DOD employees how to analyze situations, create solutions, and execute the best courses of action. He spent nearly five years of his career deployed, much of which was spent in Afghanistan, analyzing, advising, and solving critical problems during the War on Terror. Settling his roots once again in Texas, Ben uses his skills in management, crisis resolution, and diplomacy to help San Antonio home buyers and sellers achieve their goals. Ben is actively engaged in mentorship in his community and continues to assist in global affairs. He holds many certifications, associate’s degree in Applied Sciences from Cochise College, with a bachelor’s degree in Intelligence Studies and a master’s degree in Political Science (with an emphasis in International Security), both from the University of Arizona. Ben is a problem solver, and in government, there are endless problems to be solved. He believes that we need to vote people into office who will tackle the issues head-on and fulfill their promises to the people of Texas. Ben is not a politician and has confidence in moving our State forward in a sensible way. It’s time for people like Ben who can utilize their skill sets to explain, educate, and motivate the people toward the values of our Constitutional Republic and away from failing policies. Ben is a believer in hard work and he knows in order to get things done and done right, you have to be the one to roll up your sleeves and do the work. In the legislature, Ben Mostyn will be the one who gets things done, not only in short order, but done right for Texas.

Comments: I know first-hand the impact of music on the life of a child. As an incarcerated child who suffered from neglect, I remember a music teacher who would play the guitar to us. It was something that I would look forward to in such a dark place. That began my love for writing songs and learning how to read music. Music was my escape as a troubled youth. 2 of my sons played the viola and trumpet and 2 of my other sons, who are on the Autism spectrum, greatly benefitted from music in their years of therapy.

Comments: Dear Texas Music Educators Association, As a teacher who incorporates art in the classroom I am writing to express my strong support for the integration and promotion of dance, art and music within our educational system. As a dedicated student and educator, I believe in the importance of the arts, particularly in the fields of dance, music, and art that impact our young learners. During my master's program, I conducted extensive research on the role of music in brain development for young children. My paper highlighted the significant benefits that early exposure to music has on cognitive, emotional, and social growth. The findings underscore the importance of nurturing artistic talents from a young age, as music and dance contribute not only to academic success but also to the overall well-being and creative development of children. Supporting and advocating for arts programs in our schools is not just a matter of personal passion but a commitment to enriching our educational system and, by extension, our society. I am eager to contribute to discussions and initiatives that promote the value of the arts and ensure that every child has access to these vital educational opportunities. Thank you for your advocacy and for your commitment to advancing arts in the classroom. I look forward to working with you to advance the cause of arts education and its benefits for our students. I do not believe I would have ever learned an instrument if it was not for orchestra class, and I am forever grateful for that. I can tell you I made many unforgettable memories in orchestra, and it would be my honor to support fine arts programs as state representative.

Comments: I have 2 "Undecided" answers because the devil is in the details. How money is spent is more important that how much money is budgeted. Additionally, sponsored programs have shown benefits in many fields, and I suspect Fine Arts could benefit as well. Understand that a broad education is very important! But the answer is not always more government money. Because for some reason, most of the government money never makes it to the classroom where it is needed.

Comments: I am absolutely artsy-fartsy. I love artistic expression for me on a variety of fronts, including fashion, and I've often been misunderstood because I am artsy and eclectic. I believe if more emphasis were placed on the arts in school, then it would become more readily accepted and understood. My father was an arts major at Texas Southern University, and one of his challenges, that I believe led to his suicide, was that people didn’t appreciate how art could be so important to Black man of his generation. My uncle told me a story about how he and my father were driving back from Los Angeles visiting family, and the sunrise was so beautiful that my dad pulled the car over to the side of the highway just to draw it. If more people would have understood my father‘s love of painting and would’ve accepted him for it, perhaps he might still be alive. I actually believe more arts education could do a lot to combat mental illness, especially as it relates to depression and anxiety. I strongly believe that arts education needs to be more valued. So yes, I would be honored to be a part of a legislative fine arts caucus.

Comments: I am a strong supporter of Fine Arts and have seen the positive impact of these courses on many students. Fine arts provide a means for some students who may not be as passionate about other academic areas to thrive in school. I have conducted research in collaboration with two college students on the impact of Music education after school and found evidence of the positive impact on self-esteem, academic achievement, and positive socio-emotional development. It is essential that Fine Arts receive more funding and support in all K-12 public schools. In addition, I prepare Fine Arts teachers at Southwestern University, supervising their field placements/student teaching and teaching courses on pedagogy.

Comments: I am very proud of my longtime support for fine arts education during my tenure on the SBOE. As a high school student, I was actively engaged in both vocal and instrumental music, serving as varsity band drum major for a number of years. I didn’t make a career of it but used the skills to serve my community as a music minister and choir director in several rural churches. Some of my own grandchildren are now engaged in music education. As one who taught and coached competitive speaking events, I know that music education has a profound impact on communication skills. The arts are a vitally important part of our history, culture and identity as a people.

I believe in the standard that our students must have a well-rounded education which includes equal time in the arts and the sciences. I believe that learning is an interdependent construct enhanced by engaging both sides of the brain. Our schools are great sources of pride to our communities- largely due to the presence of dynamic fine arts programs.
